Work Shifts 9:00 A.M - 5:00 P.M Duties & Responsibilities Purpose of Position :
This class of positions encompasses professional work of varying degrees of difficulty in the execution of various capital projects. All personnel perform related work.
Under supervision, with latitude for independent judgment and decision making, coordinates and expedites the development or improvement of a number of simple capital engineering, architectural or landscape architectural projects of a less complex nature; may assist in expediting the development of more complex projects as appropriate and required.
Examples of Typical Tasks :
1. Maintains a management information system to provide data for the planning and control of project development.
2. Establishes project time and cost schedules.
3. Determines and coordinates the activities required between the persons, agencies, and departments responsible for project completion.
4. Reviews all schedules, reports, and orders prepared by consultants, contractors, and agencies to assure conformance with project completion dates.
5. Checks work performance and prepares management reports which stress significant problems.
6. Resolves problems that arise in meeting schedules and costs.
7. Meets with city agencies, contractors, and citizen groups.
8. Assists networks/facilities in developing scope of project; draws upon technical resources of facility to develop conceptual estimates and schedules.
9. Assists in overseeing the consultant selection and contracting process, and manages these contracts, or retains in-house design and construction management staff.
10. In collaboration with the network/facility, conducts a post-occupancy evaluation of facilities.
11. In the temporary absence of immediate supervisor, may assume the duties of that position.
Minimum Qualifications 1. A baccalaureate degree in engineering, architecture, landscape architecture, business administration or public administration from an accredited college or university; and one year of full-time satisfactory experience in project management work, such as planning, administrating, managing, coordinating or expediting for engineering and/or architectural and/or landscape architectural projects; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in 1 above; or
3. A four-year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in 1 above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college or university in engineering, architecture, landscape architecture, business administration or in public administration.
Special Note: Experience which is primarily of a design nature is not acceptable towards meeting the minimum requirements.
Department Preferences Preference will be given to qualified candidates with the following knowledge, abilities, education, experience and/or skills:
EDUCATION:
- A bachelor's degree in facilities management, engineering, architecture, energy management construction project management or a related field.
EXPERIENCE:
- One (1) year of full-time satisfactory experience in project management work, such as planning, administrating, managing, coordinating or expediting for engineering and/or architectural and/or landscape architectural projects
KNOWLEDGE, SKILLS, ABILITIES and OTHER REQUIREMENTS:
- Understanding of building energy systems and energy optimization and control technologies.
- Familiarity with various types of HVAC systems, building automation system; air steam and chilled water distribution systems; and any other type of heating and cooling applications.
- Familiarity with project management tasks and phases, including project planning, scope development, design and construction management, and project close-out.
- Knowledge of ASHRAE Energy standards, and familiarity with NYC energy, mechanical and electrical codes.
- Knowledge of energy costs and billing, energy savings calculation methodologies, and emissions calculations methodologies.
- Commitment to customer service and demonstrated ability to effectively manage simultaneous projects.
- High level of productivity: able to meet and even exceed deadlines.
- Managing program operations and budgets.
- Data Analysis, and trending information skills
- Basic knowledge of Building Automation Systems (BAS) and interest in HVAC controls and optimization.
- Exposure to retro-commissioning (LL87) or energy efficiency projects through coursework, internships, or entry-level work.
- Ability to collect and organize performance data, with introductory experience in data analysis or reporting.
- Strong communication and teamwork skills to collaborate with facility staff, consultants, and contractors.
- Familiarity with sustainability and energy management concepts in building operations.
COMPUTER PROGRAMS/SOFTWARE OPERATED:
- Basic experience with Microsoft software products such as Outlook, Word, Excel, Power Point and other Windows products as required.
- Computer, Copier, Scanner, etc.
