Position Summary

The Waterfront Engineer III provides advanced technical expertise and analytical support in the resolution to Condition Reports (CR) that are generated as a result of modifications to the Statement of Work (SOW), Technical Work Documents (TWD) or as found conditions in the performance of work. Prepares technical reports/instructions to support contracts; resolves conflicts and/or determine testing requirements for certification of production work performed for contracts. The Waterfront Engineer III assists the Waterfront Engineering Manager and Project Manager in defining and managing resource requirements, schedule, and cost for projects under his/her cognizance. This role supports Oceaneering's Marine Services Division (MSD) located in Chesapeake, VA. Successful candidates must be willing to travel up to 25-30%.

This individual will interact with MSD personnel including those in QA, Manufacturing, Purchasing, Shipping and Receiving, as necessary to provide engineering support to MSD manufacturing, integration, and test activities. They provide accurate, timely responses to CRs submitted by various activities, as well as resolution for technical issues concerning maintenance, assists in preparation of any additional documentation required, i.e., LARs, DFSs, etc., and prepare sketches and/or drawings to support resolutions of CRs when required or by a contract.

Duties And Responsibilities

  • Independently performs moderate to difficult engineering tasks to completion that may include a variety of complex features, conflicting design requirements, unusual materials requirements, and the need to coordinate the work of others.

  • Exhibit excellent technical judgment, and appreciable independent evaluation, creativity, and latitude in making decisions are expected.

  • Develop engineering sketches or drawings in support of technical solutions.
  • \n
  • Produce DFSs for submission to NAVSEA.
  • \n
  • Prepare LARs for submittal to the applicable Planning Yard.
  • \n
  • Provide support in the determination of technical accuracy and evaluation of requests for drawing requirement clarification/drawing revision to onsite production personnel.
  • \n
  • Interface with Purchasing Department, Technical Staff, and vendors as required to develop Job Material Lists as a result of Condition Reports.
  • \n
  • Read, understand, and interpret blueprints, drawings, schematics, and specifications of testing requirements for all contracts.
  • \n
  • Review progress and evaluate results of work accomplished by self and others.
  • \n
  • Provide recommended resolution and approval authority to conditions reported on CRs.
  • \n
  • Provide process improvement recommendations to the Waterfront Engineering Manager.
  • \n
  • Effectively communicate with personnel at a management level and outside the company.
  • \n
  • Review/approve Engineering Change documents (e.g. CRs, LARs, DFSs) related to project.
  • \n
  • Review/approve Engineering designs, models, drawings and calculation packages.
  • \n
  • May assist in or develop Bid and Proposal efforts including cost estimating, technical approach definition, and input to baseline schedule data.
  • \n
  • May participate in or lead Technical Working groups to assist and improve processes and capabilities.

Qualifications

REQUIRED:
    \n
  • Bachelor's degree in Mechanical, Electrical, Ocean, or Nuclear Engineering, or Naval Architecture from an accredited college or university, or 8 years of experience in relevant ship repair or Submarine Systems in lieu of a degree.
  • \n
  • 10 years of experience in military, government, defense industry, or private industry in progressively more complex scientific, technical, analytical, or other related areas.
  • \n
  • Working knowledge of the following: Scope of Certification (SOC), DDS Specifications, SUBSAFE, Material Control (SOC, , L1); JFMM Requirements for Deviations, Waivers, LARs, etc.; shipboard HM&E systems (repair/installation practices, procedures, alignments, troubleshooting, etc.), blue prints, MILSPEC, Mil-Std, ISO/ASME requirements.

  • Familiarity with various COTS (Commercial off the Shelf) software, as well as US Navy software (ATIS, SVTMs, PMS, SCLSIS, PC Bolts, etc.).
  • \n
  • Experience with SUBSAFE program and required protocols.
  • \n
  • Ability to obtain and maintain a Secret Security Clearance.
  • \n

DESIRED:
  • Experience involving shipboard piping systems, ship and submarine structure, and/or weapons delivery systems is desired.
